Command Post Technologies has a dynamic and diverse Management Team to support its clients and services. Most of our consulting agreements involve several of our working partners and coordination with multiple Associates to facilitate the best service for the customer.

Scott Bisciotti, President
Leading Command Post Technologies is Mr. Scott Bisciotti. Scott brings a broad array of USJFCOM and Program Management experience and leadership to the team. In addition to a B.S. in Business Administration, Mr. Bisciotti earned a Master's in Business Administration from Syracuse University's School of Management in the DoD Comptroller program. He is also trained and qualified as a Contracting Officers Technical Representative (COTR), executing these duties with a $15M annual budget for the Office of the U.S. Army Chief of Staff (OCSA). He is decorated veteran who served in several operational theaters including Operation Desert Storm, Operation Desert Shield, and in Baghdad during Operation Iraqi Freedom. Mr. Bisciotti maintains Top Secret/SCI clearance level with BI 2008 and additional security clearances.
Mr. Bisciotti completed his years of dedicated service at USJFCOM managing the Joint Information Operations Range, where he developed and implemented programs that trained over 2,500 personnel and managed two programs each in excess of $12M annually. He coordinated a requirement from the Services and COCOMs for central knowledge portal repository for improvised explosive devices (IED) where the Services and COCOMs could share knowledge and experience about IEDs and further their ability to defeat insurgent weapons. Mr. Bisciotti also served as USJFCOMs command representative to the Department of Energy, National Security Agency, and the Joint IED Defeat Office.

Rhett C Russell, MS, MMAS, Vice President for Joint Operations
Rhett Russell joined CPT in early 2010. He is a retired career U.S. Army officer and decorated combat veteran of two combat campaigns with more than 29 years of service. In his most recent active duty assignment he served as the Executive Assistant to the USJFCOM Director of Joint Training. He has extensive staff and leadership experience as well as a very broad resume as a trainer of leaders and staffs of large, complex, globally-deployed organizations, in support of all branches of the Armed Services, combatant commands, U.S. Interagency, NATO, and other multi-national and coalition partners. He has a broad education and experience base in planning, operations, staff integration, and problem solving within a complex political, information, military, and economic framework. His wide-ranging global engagement experience includes travel throughout Africa, Asia, Europe, and the Middle East in support of U.S. goals to develop and foster international partnerships. He holds a Bachelor of Science from Johnson and Wales University (86). His advanced degrees include a Master of Science in Management from Troy State University (97) and a Master of Military Arts and Sciences from the United States Army Command and General Staff College’s, School of Advanced Military Studies (02). He is Lean Six Sigma Green Belt trained. Rhett is cleared for Top Secret information and granted access to sensitive compartmented information based on a Single-Scoped Background Investigation completed on 22 April 2008.

Jeanine McDonnell, Senior Program Manager for Test and Evaluation
Jeanine McDonnell joined CPT in March 2010. Before joining CPT, Jeanine worked as a Director of Operational Test and Evaluation (DOT&E) Liaison Officer (LNO) and a Senior Software Systems Analyst for USJFCOM’s Joint Systems Interoperability Center (JSIC). She also worked as a Joint Test & Evaluation Engineer at the Joint Interoperability Test Command (JITC). Prior to that, she served as a U.S. Army Officer from 2004-2007. During her time in the Army, Jeanine spent 1 year serving in Iraq as a Communications Platoon Leader responsible for tactical and satellite communications. She successfully managed 12 million dollars worth of equipment throughout the battlefield in Iraq. Her last year in the Army was spent in the Battalion S3 Operations shop as the Force Modernization Officer responsible for the training of 515 Soldiers and the receipt and deployment of over 200 assemblages. She has extensive experience in personnel management, logistics administration, training, testing and document development. She holds a Bachelor of Arts from the University of Notre Dame and is currently pursuing her Masters of Information Systems from the University of Phoenix.

Rainier "T" Tanglao, Senior Program Manager for Information Systems and Cyber Operations
Rainier Tanglao has extensive (25 Years) progressive experience managing financial resources, human resources (HR), information technology systems (IT), cyber operations, joint training, and various operational applications at numberous organizational and headquarter staff levels. He trained, certified, and experienced United States Joint Forces Command (USJFCOM) Joint Warfighting Center (JWFC) Observer/Trainer (O/T). He has a broad background in cyberspace and cyber warfare operations, communications and information systems (CIS), information management (IM), knowledge management (KM), financial management (FM), human resources management (HRM) and joint operations training. Experienced seminar lead, speaker and facilitator in joint academics training and senior level, General Officers/Flag Officers (GO/FO) education. Proven leadership abilities, excelled at every position held, successful team builder at every echelon of supervision. Award-winning cyberspace operations officer/communications and information (C&I) officer, visionary, unprecedented success. He holds a bachelors degree in Business Administration/Technology Management from St. Leo University and he holds a Masters Degree in Strategic Leadership from the Air Force Institute of Technology. He has a Masters Degree in Public Administration from the University of Oklahoma as well. Mr. Tanglao maintains Top Secret/SCI clearance level completed 16 May 2009.
